Iran proposed ban on striking nuclear facilities (Whaaaaa?)

I wonder if Iranian intelligence caught wind of something. I think they're hedging their bets that they're going to get hit at some point and lose a couple of nuke facilities. If they can persuade enough useful idiots to sign up for this malarky then they have a better than average chance of making Israel look bad in the eyes of the "world community" and , more to the point, the Muslim street.
